About

The Association Nationale des Ports Maritimes Territoriaux (ANPMT) brings together local authorities, port authorities and operators in charge of decentralized commercial, fishing and, by extension, yachting seaports.
First created on the Channel coast in 2007, the association decided in 2019 to extend its scope of action to the four French seaboards. Under the presidency of Alain BAZILLE, Vice-Chairman of the Seine-Maritime Departmental Council, it is developing a national network of exchange, reflection and influence, and is working on subjects of direct interest to its members.
The ANPMT has set itself the objective of promoting the interests of these decentralized ports, which it prefers to call “territorial”. This objective is broken down into four main strategic areas: 1/ Federating these ports, asserting their role/weight and representing them in national and European spheres;
2/ Strengthening and leading the cooperation network so that port managers can find effective support on the subjects that concern them;
3/ Implementing concrete actions to increase the economic attractiveness of territorial ports, alongside the MOCs;
4/ Building a development strategy in dialogue with the MOCs.


  • Port police: assistance with the design of a guide jointly with DGAMPA for the drafting of AP/AI3P agreements;
  • Decarbonation of territorial seaports: launch of a study in partnership with the Union des Armateurs à la Pêche de France (UAPF) and the Ecole Nationale Supérieure Maritime (ENSM) on the creation of a decarbonation decision-making tool for port infrastructures in conjunction with fishing fleets;
  • Fishing industry: the ANPMT would like to be involved in the collective discussions that will be undertaken to modernize the industry. Territorial ports being the proponents of an integrated vision of fishing activity;
  • Dredging and the blue economy: the ANPMT is in discussion with CEREMA for the launch of “Pilot partnership projects dedicated to the valorization of dredged sediments”:
  • Port cybersecurity: sharing complementary expertise between MOCs and territorial ports, for the benefit of port ecosystem security;
  • Attractiveness of seafaring professions: the ANPMT has forged a partnership with the Union Maritime et Portuaire de France (UMPF), because for the maritime environment, and fishing in particular, there is therefore a stake in adopting a voluntary, active and coordinated approach between the various maritime players.

With the map of territorial seaports begun in 2021, the ANPMT is also giving visibility to the density of their network. Work undertaken since 2023 with academics (DEVPORT 2023, Fondation SEFACIL) is also providing initial insights into the polymorphous contours and structures of these ports.

Imposition of the "territorial seaport" name

The ANPMT considers the term to be a more accurate alternative to the notion of “decentralized port”. It also offers a rallying word better suited to the reality of these ports too often reduced to terms such as “small”, “local”, “intermediate”, “secondary”.
