The Netherlands and Naval Group extend the Industrial Cooperation Agreement

On 17th July 2026, the Netherlands Ministry of Economic Affairs and Climate and Naval Group signed an amendment in The Hague to the Industrial Cooperation Agreement (ICA) related to the Replacement Netherlands Submarine Capability (RNSC) program.

Following the contract signed in June 2026 for the procurement of new-generation F21 heavyweight torpedoes, this amendment will enable Naval Group to contract new Dutch companies: local partners will thus contribute their expertise to the manufacturing of the Orka-class submarines and F21 heavyweight torpedoes, particularly in metalworking, surface treatment, and advanced electronic systems.

A 20-year commitment

Formalized under an industrial cooperation plan signed in September 2024, this agreement commits Naval Group to partner with Dutch key companies and knowledge institutes over a twenty-year period. The objective is to secure long-term Dutch strategic autonomy in submarine maintenance and future upgrades, while fostering knowledge-sharing between both countries.

On the French side

For the French naval sector, extending this agreement strengthens Naval Group’s position on the European stage while securing long-term workload for its supply chain of subcontractors and partners in France. It also demonstrates French technological excellence and its capability to build lasting strategic partnerships with its European allies.
