Naval Group and PT PAL Launch Construction of Indonesia’s First Scorpène Submarine

On 7th August 2026, the steel-cutting ceremony of the very first Scorpène® submarine intended for the Indonesian Navy took place at the PT PAL shipyard in Surabaya. This event officially marks the start of the construction phase of the Scorpène for the Republic of Indonesia (SRI) programme.

A Strong Partnership and Comprehensive Transfer of Capacity

As part of this strategic programme, two Scorpène® submarines will be built locally by the PT PAL shipyard. This major project relies on a comprehensive transfer of capacity from Naval Group. It reflects the successful cooperation between the two partners, following prerequisite training sessions in Cherbourg and required certification phases.

Division of Industrial Responsibilities

The Naval Group–PT PAL consortium combines the expertise of both partners to ensure optimal collaboration:

PT PAL will be responsible for hull construction, equipment integration, testing, final assembly, and delivery of the submarines to the Navy, while Naval Group will provide the submarine design, engineering support, as well as continuous technical support, backed by a dedicated team of experts permanently based in Surabaya.

A Driver of Sovereignty and Economic Development

Beyond delivering the vessels, the SRI programme is designed to strengthen Indonesia’s sovereignty at sea and naval defence industrial autonomy. By entrusting management, operation, and maintenance to the local ecosystem, the project turns PT PAL’s transformation into a world-class naval shipbuilder into a reality. This momentum consolidates the national defence industrial base and will support the creation of thousands of highly skilled, long-term jobs.
